PNG Off-Grid Regulation for Small Power Systems

Only around 13% of the population in Papua New Guinea (PNG) has access to grid-connected electricity. The government has made a strong commitment to revert this situation and has set the ambitious target of reaching an electrification rate of 70% by 2030. Under the UNDP-financed FREAGER project, Trama TecnoAmbiental (TTA) led the preparation of the Papua New Guinea Off-grid Regulation for Small Power Systems.

Some key innovations of the PNG Off-Grid Regulation include but are not limited to: Streamlined application procedures, administrative procedure differentiation based on voltage level as opposed to installed capacity, tariff setting through Willing buyer-willing seller, regulation not limited to mini-grids, Output-based regulation, incorporation of appliances and electronic waste.
